How to Waste an Entire IT Security Budget Without Attackers Noticing

IT security often fails because budgets are spent on measures that neither prevent real attacks nor mitigate their damage. Rather than aligning with the actual tactics of attackers, the focus is on theoretical concepts and questionable security measures with unclear benefits. This leads to wasted investments while attackers continue undeterred. In some cases, generations of attackers can retire early without any need to adapt their methods, simply because security remains unchanged.
A paradigm shift is needed: threat models must reflect real-world conditions to use security resources effectively. The focus should be on practical measures that counter real threats and minimize damage. Efficient resource allocation and continuous adaptation to the evolving threat landscape are essential to stop wasting money and provide true security.

In 2025, the World Summit on the Information Society (WSIS) will mark its 20th anniversary, bringing with it a review of the progress and challenges of the last two decades since the beginning of WSIS. Among other topics, the WSIS+20 review will address the future of the Internet Governance Forum. A panel with representatives from various stakeholder groups will discuss, from their respective perspectives, the potential implications and challenges associated with the WSIS+20 review for Internet governance and the multistakeholder principle.

Thomas Keller is a member of the Executive Board of DENIC eG, the registry for .de. He has been in the internet industry since 1997 and active in the ICANN/ccTLD environment for over two decades. He is also co-chair of the first TLD Information Sharing & Analysis Center in Europe (EUR TLD ISAC).

Andreas Musielak is a member of the Executive Board of DENIC eG, the registry for .de and co-managing director of DENIC Services GmbH & Co. KG. He is actively involved in the domain industry, for example as Chair of the SOPC of ICANN Country Code Names Supporting Organisation (ccNSO) and at CENTR.

Senior Policy Advisor, DENIC eG

Peter Koch has been active in the world of ccTLDs for over 30 years. As an advisor to the DENIC Executive Board, he bridges the fields of regulation, standardization, Internet governance, and cybersecurity.

Richard Wein

Richard Wein has been General Manager of nic.at, the official registry for.at since 2000. He is also Managing Director of nic.at's sister companies tldbox GmbH, ipcom GmbH and CERT.at GmbH. Richard regularly represents nic.at at international industry meetings like ICANN, CENTR.

Robert Schischka
CTO / nic.at GmbH

Robert Schischka has been CTO of nic.at, the official registry for.at, co.at and or.at domains, since September 2003. He also is CTO of the sister companies tldbox GmbH and ipcom GmbH. In addition, he has been director of the national Austrian Computer Emergency Response Team (CERT.at GmbH) since 2008.

Urs Eppenberger
Head of Division "Registry & Collaboration" / Switch

Urs Eppenberger started working for the Switch foundation straight after graduating and helped to build the internet in Switzerland. He is in charge of SWITCH’s registry for the top-level domains .ch and .li, where his focus is on safeguarding the DNS as a critical infrastructure and protecting users.

Linus Neumann, a psychologist by training, is an IT security consultant and hacker. He serves as an expert on IT security in the German Bundestag and is a co-founder of the podcast “Logbuch:Netzpolitik,” which covers current net policy topics.

Prof. Dr. Christian Stummeyer is one of the leading digital & AI experts in Germany. He reads Business Informatics and Digital Commerce at Ingolstadt Technical University. He also is scientific director of AININ (“Artificial Intelligence Network Ingolstadt” and “Certified Speaking Professional“ (CSP).

Julia Pohle
Moderator

Dr. Julia Pohle is a communication scientist and expert in digital policy. She leads the research group “Politics of Digitalization” at the WZB Berlin. Her focus areas include digital sovereignty, internet governance, and global communication policy. Previously, she served as an advisor at UNESCO.

Jorge Cancio is the Deputy Head of International Relations at the Swiss Federal Office of Communications (OFCOM). In this role, he holds strategic, leadership, and coordination responsibilities within the international relations team.

Wolfgang Kleinwächter, Professor Emeritus at the University of Aarhus, has been a prominent figure in Internet Governance and transborder data flows since the 1980s. He served as a Director on the ICANN Board (2013–2015), Special Ambassador of the NETMundial Initiative, and was instrumental in shaping ICANN.

Andreas Dengel is a professor at the Department of Computer Science at the University of Kaiserslautern-Landau, a managing director of the German Research Center for Artificial Intelligence (DFKI) in Kaiserslautern, and the head of the research department of Smart Data & Knowledge Services at DFKI. Since 2009, he has also been a professor (kyakuin) at the Department of Computer Science and Intelligent Systems at Osaka Metropolitan University.

Irina Soeffky

Irina Soeffky is the Head of the Subdivision for National, European, and International Digital Policy at the Federal Ministry for Digital and Transport. She has over 15 years of experience in public service and has extensively worked on international issues. She holds a degree in law and economics.

Take tram lines 1, 2, 4, 10, 12, or 13 to the “Straßburger Platz/Gläserne Manufaktur” stop. Additionally, there is a Hop-On/Hop-Off bus stop for the Dresden city tour located directly in front of the Gläserne Manufaktur.

Arrival by Car and Parking

Parking is available in the official visitor parking lot, which is subject to a fee. The parking lot is located on Lennéstraße and can be accessed directly from Lennéplatz. If arriving from the opposite direction, we recommend using Blüherstraße, as the lanes on Lennéstraße are separated by a tram track that cannot be crossed at the visitor parking lot.
